Those who hear the word are to voluntarily follow it. Those who live outside the teaching of the word are to be disciplined to be brought back into conformity to that word. That discipline is always only declarative and involves only an opening and a closing of the sealing ordinances of the church. But, at the end of the day, all of this is partial and preliminary. This is designedly so. The careful weeding overseen by the Gentle Shepherd and carried out by His angels will lose not one of the souls precious to Him. Neither will there be even one of the false sons left in His kingdom.
